While the concept of “like-mindedness” in international relations is currently subject to critiques, it has historically been used as a framework for building flexible international partnerships rooted in shared values, objectives, or institutional mechanisms. French diplomacy has repeatedly relied on this paradigm to advance its diplomatic engagement in the Southeast Asian region.
In 2021, the EU adopted its Indo-Pacific Strategy, which is designed to promote an open, rules-based regional order in the Indo-Pacific. The strategy outlined the EU’s efforts to increase its presence in an area that was perceived as both distant and increasingly important. The definition and implementation of the strategy, however, essentially depend on the EU’s Member States.
This article examines the conceptual origins of the Indo-Pacific and its historical evolution from the “Asia-Pacific” to the “Indo-Pacific”. In addition to this historical analysis, it identifies five analytical dimensions through which the emergence of this concept can be understood
