“The quest for leverage over the United States, furthermore, does not mean that China always seeks to undermine US interests in the region. On the contrary, China may indulge US actions, even to the detriment of its relations with some regional partners, if Beijing sees forbearance as beneficial to its own core interests, such as having Washington acknowledge Asia as part of China’s sphere of influence.”
