In 2021, the EU adopted its Indo-Pacific Strategy, which is designed to promote an open, rules-based regional order in the Indo-Pacific. The strategy outlined the EU's efforts to increase its presence in an area that was perceived as both distant and increasingly important. The definition and implementation of the strategy, however, essentially depend on the EU’s Member States.
In a context characterised by the need to reduce economic dependence on China by diversifying trading partners, the new social construct of the Indo-Pacific was gradually but firmly embraced and adopted by the region’s most significant players. This research aims to address these questions and to formulate a number of policy recommendations, with a view to Italy’s possible adoption of a formal strategy.
Drawing on literature about institutions as networks and examining Serbia as a case study, this article argues that Serbia’s engagement with both powers contributes to the reshaping of regional and global orders.
