Naturalmente esistono una serie di regole, concordate a livello regionale e internazionale, per il commercio di armi. Tuttavia, le ambiguità non mancano e la recente escalation del conflitto in Yemen ha messo in luce profonde differenze nel modo in cui gli stati membri dell’Unione Europea interpretano e mettono in atto tali norme: mentre alcuni stati hanno interrotto o limitato le esportazioni di materiale militare verso l’Arabia Saudita, altri le hanno portate avanti.
